[Case Detailed Explanation] Action Time Delay Test of Intelligent Terminals in Smart Substations

Test Object: NR Electric PCS-221B-I Intelligent Terminal

Test Instrument: Relaystar-6000C Optical Digital Relay Protection Tester

The intelligent terminal is an intermediate device in smart substations that transmits protection tripping signals to circuit breaker switches. It receives optical fiber tripping signals from protection devices, converts them into hard contact output action signals and transmits them to circuit breakers. The time difference of this conversion process will affect the speed of relay protection. This paper introduces the use of the Relaystar-6000C to measure the time from the intelligent terminal receiving a protection tripping command to the output of hard contacts. The intelligent terminal shall meet the requirement that the time from receiving a protection tripping/closing command to the output of hard contacts ≤7ms.

1. Test Wiring of the Intelligent Terminal

GOOSE Wiring

Connect IEC61850 Interface 1 of the Relaystar-6000C to the GOOSE direct tripping port of the intelligent terminal.

Input Contact Wiring

Connect the common terminal of the Relaystar-6000C to the common terminal of the tripping and closing output, and connect the input terminal to the lower end of the output pressure plate of the intelligent terminal.

2. Test Configuration

Complete the input time test of the intelligent terminal through the operation on the state test interface of the Relaystar-6000C.

  1. Enter the state sequence test interface, click the "61850" button on the toolbar to access the configuration test interface.

  1. Output Configuration. Click GOOSE Setting in the above figure, then click "Read Model File" in the upper right corner to import the SCD file.

The right side of the figure is the information diagram of the intelligent terminal device; click the overlay symbol of the serial number corresponding to the IED. "GOOSE" indicates the GOOSE information sent by the IED, and clicking the right list displays the corresponding information; "Ref: GSE" indicates the GOOSE information received by the IED, and clicking the right list displays the corresponding information. "Ref: GSE" needs to be configured here.

  1. Import the protection tripping to intelligent terminal control block.

Note the following three points during configuration:① The Relaystar-6000C simulates the protection device to send GOOSE to the intelligent terminal, and the type shall be set to Publish;② Select Optical Fiber Port 1 for the channel;③ Map Channel 1 of the tripping signal to Output 1.

3. Test Method

Use the Relaystar-6000C to send a tripping GOOSE to the intelligent terminal, connect the tripping output hard contact of the intelligent terminal to the input of the Relaystar-6000C, and measure the time difference between its sending of the GOOSE message and the input of the hard contact, which is the tripping time of the intelligent terminal.

  1. Enter the main interface of the "State Sequence" software and set two states:

State 1: Set Output 1 to Open, trigger mode: Key Trigger;

State 2: Set Output 1 to Close, trigger mode: Switch Quantity Trigger.

  1. After completing the above settings, click the "▶" on the toolbar or press the "run" key on the keyboard to start the test, then press "▶▶" or the "Tab" key to trigger the first state. Observe that the tripping light of the intelligent terminal device is on; the Input A of the Relaystar-6000C will record the tripping time of the intelligent terminal at the action time of State 2, and the action time shall meet the requirement of ≤7ms.
  2. By the same token, test the action time of other tripping contacts and closing contacts.
