Protection Device: CSC-103 Line Protection Device

Test Equipment: Relaystar-Z70 Handheld Digital-analog Integrated Relay Protection Tester

The commissioning of EHV line protection devices is a key part of commissioning work. The main difference between protection commissioning in smart substations and conventional substations lies in the IEC 61850 digital quantity configuration. This paper introduces how to use the Relaystar-Z70 Handheld Digital-analog Integrated Relay Protection Tester to conduct distance protection tests on the CSC-103 protection device in smart substations.

1. Tester-related Settings

1) IEC 61850 Digital Quantity Settings

Parse the SCD file: Open the SCD file in the IEC 61850 module and find the IED name of the protection device; the IED name can also be searched for quicker positioning. The control block information on the right displays the GOOSE and SV information of the selected IED; the imported GOOSE is displayed in the lower left corner, and the imported SV is displayed in the lower right corner.

Configure SV control block information: Click the operation arrow of the imported PL2201 to enter the SV control block settings, select channel 1, and automatically map the current and voltage to IABC/UABC.

Configure GOOSE control block information: Click the imported PL2201A control block, change the type to Subscribe, click the arrow at the back for operation, enter the GOOSE control block settings, select channel 2, and map the corresponding trip input quantities.

△ Input Quantity Mapping Configuration

Click the imported IL2201A control block, change the type to Publish, click the arrow at the back for operation, enter the GOOSE control block settings, select channel 2, and map the corresponding switch position output quantities.

Configure SMV ratio settings in the output configuration menu. Only modify the primary rated values of voltage and current here; keep other settings as default.

Completing the above operations will finalize the IEC 61850 configuration for the CSC-103 protection device.

2) Tester Optical Fiber Wiring

Connect Optical Port 1 of the Relaystar-Z70 to Port 2 of the SV board of the protection device for applying quantities to the protection device. Connect Optical Port 2 of the tester to Port 2 of the GOOSE board of the protection device for applying switch positions to the protection device and collecting the operating time of the protection device.

2) Protection Press Plate Settings

In the Press Plate Fixed Value menu, set the Differential Protection soft press plate to "0", set the Distance Protection soft press plate to "1", and set the Zero-sequence Protection soft press plate to "0". On the protection panel, open the Maintenance function hard press plate.

3. Distance Protection Test Method

The main interface of the Relaystar-Z70 software includes four test modules: General Test, Special Test, Network Analysis, and Advanced Test.

△ Relaystar-Z70 Software Main Interface

  1. Simulate Phase A grounding fault: In the State Sequence menu, set the fault type through short-circuit calculation, and the fault current and voltage values will be calculated automatically.

State 1 Settings: UA=UB=UC=57.734V, IA=IB=IC=0A; both voltage and current are positive-sequence; trigger mode: Key Trigger.

△ Normal State Parameter Settings

State 2 Settings: Automatically fill in the fault voltage and current according to short-circuit calculation; trigger mode: Time Trigger (0.1s).

△ Fault State Parameter Settings

State 3 Settings: UA=UB=UC=57.734V, IA=IB=IC=0A; both voltage and current are positive-sequence; trigger mode: Time Trigger (1s).

△ Reclosing State Parameter Settings

State 4 Settings: Same as State 2, serving as the post-acceleration state after a permanent fault; trigger mode: Time Trigger (0.1s).

  1. Apply quantities: After completing the settings, click Run. When the charging indicator light is on, switch to the next state. The Relaystar-Z70 outputs the fault state for 0.1s, the reclosing state for 1s, and the post-acceleration state for 0.1s as configured.

  1. Test Results: The protection trip signal light is on, tripping Phase A first, then reclosing Phase A, and finally tripping Phases A/B/C. The Relaystar-Z70 receives the trip signal sent by the protection device. The tester measures an operating time of 50ms for Input Quantity A in GOOSE Switch Status 2, a reclosing time of 832ms for Input Quantity R in Status 3, and a post-acceleration operating time of 37ms for Input Quantity ABC in Status 4.

△ Protection Device Action Message

The above is the test method for Distance Protection Zone I action with reclosing and post-acceleration for Phase A grounding faults. This method can be used to complete distance protection tests for other grounding and phase-to-phase faults.
