Protection Device: CSC-103 Line Protection Device

Test Instrument: Relaystar-Z70 Handheld Digital-analog Integrated Relay Protection Tester

The main difference between the commissioning of EHV line protection devices in smart substations and that in conventional substations lies in the IEC 61850 digital quantity configuration. This paper introduces how to use the Relaystar-Z70 Handheld Digital-analog Integrated Relay Protection Tester to conduct zero-sequence protection tests on the CSC-103 Line Protection Device in smart substations.

1. Tester-related Settings

1) IEC 61850 Digital Quantity Settings for Relaystar-Z70

Parse the SCD file: Click on the 61850 module to open the SCD file, locate the IED names of all protection devices to be tested, or quickly find them by searching the IED names. The control block information on the right displays the GOOSE and SV information of the selected IED; the imported GOOSE is shown in the lower left corner, and the imported SV is shown in the lower right corner.

Configure SV control block information: Click the operation arrow of the imported PL2201 to enter the SV control block settings, select channel 1, and automatically map the current and voltage to IABC/UABC.

Configure GOOSE control block information: Click the imported PL2201A control block, change the type to Subscribe, click the arrow on the right for operation, enter the GOOSE control block settings, select channel 2, and map the corresponding trip input quantities.

△ Input Quantity Mapping Configuration

Click the imported IL2201A control block, change the type to Publish, click the arrow on the right for operation, enter the GOOSE control block settings, select channel 2, and map the corresponding switch position output quantities.

△ SV/GOOSE Configuration

Configure SMV ratio settings in the output configuration menu. Only modify the primary rated values of voltage and current here; keep other parameters as default.

The above operations complete the IEC 61850 configuration for the CSC-103 Protection Device.

2) Tester Optical Fiber Wiring

Connect Optical Port 1 of the tester to Port 2 of the SV board of the protection device for applying quantities to the protection device. Connect Optical Port 2 of the tester to Port 2 of the GOOSE board of the protection device for applying switch positions to the protection device and collecting the operation time of the protection device.

2) Protection Press Plate Settings

In the Press Plate Fixed Value menu, set the Differential Protection soft press plate to "0", set the Distance Protection soft press plate to "0", and set the Zero-sequence Protection soft press plate to "1". Open the Maintenance function hard press plate on the protection panel.

3. Zero-sequence Protection Test Method

The Relaystar-Z70 software mainly includes four test modules: General Test, Special Test, Network Analysis and Advanced Test.

△ Relaystar-Z70 Software Main Interface

  1. Simulate Phase A grounding fault: In the Zero-sequence Protection menu, set parameters according to the fixed values.

△ Zero-sequence Protection Parameter Settings

  1. Apply quantities: After completing the settings, click Run. When the charging indicator light is on, switch to the next state. The Relaystar-Z70 sequentially tests the operation status of 1.05 times and 0.95 times the setting value for Phase A grounding fault according to the set parameters.

  1. Test Results:The Ground Distance Protection Zone II operates with the trip signal light on, tripping Phase A first and then reclosing Phase A. No three-phase tripping occurs due to the transient fault, and the tester receives the trip and reclosing signals sent by the protection device. The Ground Distance Protection Zone III operates with the trip signal light on, directly tripping Phases A, B and C. No reclosing is performed after three-phase tripping because single-phase auto-reclosing is enabled. The tester receives the trip signal sent by the protection device and the corresponding operation time.

4. Test Summary

The above is the test method for Zero-sequence Protection Zones II and III for Phase A grounding fault; the test method for faults in other phases is the same. This test module enables quick and one-time completion of multi-zone zero-sequence protection tests, which greatly improves the efficiency of on-site commissioning.
